History and
Background
Moyer/Brown L.L.C. ("M/B") represents the amalgamation of the more than 25
years of successful Emergency Medicine systems management and the billing
expertise of its two partners, Jack Brown and Vern Moyer. Their experience and
background includes Information System management, finance, system and software
development, programming, billing, and collecting for EM physicians. Realizing
the similarities between the main/primary billing function and the activities
of the collection agency function, a number of years ago, Jack and Vern began
to explore a TOTAL Emergency Medicine billing solution that includes HCFA
compliant CPT-4 and ICD-9 coding, patient invoicing and insurance claims
processing (HIPAA compliant), management reporting, accounts receivable
management, and back-end collections. The result of those explorations was the
formation of Moyer/Brown L.L.C.
Jack Brown, President and founder of B&B Collections, developed a
comprehensive Emergency Medicine professional billing system, the PBS3000,
which has successfully served a large Northeast regional EM group practice, as
well as a multi-hospital EM physician group based in New Jersey. While
developing the PBS3000 system, Jack realized the need for a flexible collection
agency module to work directly with the primary EM billing function. With the
formation of B&B Collections in 1990, the flexible and cohesive
"collections" module which Jack created, allowed reimbursement recovery to
increase and also permitted the EM physicians' main billing office to
concentrate on collecting from third party insurance carriers. B&B
Collections, a privately held collections agency with a staff of 50 full and
part-time employees, primarily recovers bad debt for EM physicians, but has the
capacity, systems, and skill set to perform collection agency services for
other medical specialties as well. B&B Collections has enjoyed positive
growth each year since it was founded. In his ten-plus years career in
Emergency Medicine billing, collections, and information management,
Vern Moyer has had significant experience in designing and maintaining
front-end billing systems, the designing, programming and implementation of an
integrated system linking EM and Primary Care clinics, development and
maintenance of numerous database systems to help study and analyze EM clinical
data, as well as designing and implementing systems to manage physician
scheduling and related payroll. Vern has been recognized for his ability to
seek-out and understand each client's needs and issues, and consistently
produces well-crafted, customer-focused solutions for billing and data
management needs.

Using the PBS3000 system as the back bone for Moyer/Brown operations, Jack
Brown and Vern Moyer believe they are able to offer a cost effective and
flexible billing solution for their physician clients. M/B recognizes that its
mission is to support the EM physician clients as they provide quality care to
their EM patients, to provide accurate and compliant billing services, and to
always operate in a cost effective manner to ensure the financial success of
each EM practice.
In addition to being
cost-effective, accurate and compliant, the PBS3000 system also provides
essential data in the form of Practice Analysis and Market Analysis reports.
Because PBS3000 has been developed and is maintained in-house, it will continue
to meet the needs of Emergency Physicians, not only in today's market, but it
is flexible enough to meet the needs of tomorrow.
Major design criteria used and incorporated in the development of the PBS3000
software:

Must be totally adaptable to the practice of Emergency Medicine. As practice
patterns change, Emergency Medicine also changes. (For example, procedures that
may not have been done in the ED yesterday now may be performed in the ED.) The
billing software must allow such changes to be implemented easily and
efficiently.

Must be flexible enough to allow multiple variations between different states,
physician groups, hospitals, third party insurance carriers, and Emergency
Physicians.

Must encompass all current legislative changes applicable to Emergency
Medicine.

Must be capable of accepting enhancements to meet changes in future
legislation.

Must meet the requirements of individual Emergency Physicians and or EM groups.

Must be able to work within and integrate into a clinic or outpatient setting
to allow for diverse patient flows.
In addition, the system had to be extremely efficient and timely and cannot be
labor intensive.
Moyer/Brown's commitment to, knowledge and understanding of, medical billing as
well as collections, will provide EM clients with a firm foundation in which to
operate their Emergency Medicine practice not only today, but well into the
future.
